As a Health Systems Specialist in the VISN Office, the incumbent provides staff assistance under the direction of the VISN Chief Medical Officer. This support may include special studies, surveys, projects, planning, statistical analyses and general staff support. Studies will be complex in nature, involving collection and analysis of data from a wide range of individuals, medical centers, VA organizations and external organizations. The incumbent will be programmatically responsible for a variety of Network-wide initiatives. These programs will include both clinical and administrative issues. The incumbent will use multiple computer software programs and will access databases located both within and outside of the agency in order to accomplish the complex studies or tasks assigned. The primary responsibility of the incumbent is to provide oversight of the VISN 22 Clinic Practice Management processes in its 8 Health Care Facilities and associated Community Based Outpatient Clinics (CBOCs) throughout several states. The incumbent will have responsibilities to include national program responsibilities, project management and programmatic oversight, data analysis, strategic and business planning and performance improvement. The incumbent is responsible for providing and maintaining programmatic oversight for the efficient clinical and administrative operations within the VISN. Supports the VISN 22 Facilities in program planning and execution of Office of Veterans Access to Care (OVAC) access priorities. Ensure that all VISN 22 facilities have implemented national guidelines completely. Serves as a primary agent of Clinic Practice Management for VISN 22 leadership. Leading and managing project teams that will include VISN 22 Facility Group Practice Managers to successful achievement of project goals using structured project management tools, process improvement tools, Advance Principles and Strategies for Access Improvement. Provide guidance to VISN 22 Facility Group Practice Managers. Review and provide guidance to identify strategies to reduce backlog. Oversee and monitor consult management. Oversee and monitor Information Technology (IT) usage and issues and provide guidance to GPMs as needed. Work independently with VISN leadership and personnel at the Facilities and CBOCs, to implement national and VISN standards, and address administrative process/system issues and other areas of concern. The incumbent will be responsible for the development both long- and short-term policies and plans for the Desert Pacific Network (VISN 22). Coordinate the establishment of goals, objectives, and long-range plans for VISN 22. This includes use of demand forecasting and strategies to address distinct populations. Oversee the development of contingency plans to meet unexpected and planned resource demands. Ensures all VISN 22 annual contingency plans are up to date. Provide guidance in the development, implementation, and tracking of short-term and long-term clinic business plans. Understand the requirements of the Veterans Access, Choice and Accountability Act (VACAA) and develop and implement strategic planning initiatives to achieve all requirements. Ensure the timely review, analysis, and adjustment of marketing strategies, plans, and programs with the marketing office to meet the organization's needs and the changing market conditions. Review and evaluate system-wide training plans to optimize VISN use and implementation. Ensure each VISN 22 Facility has implemented a local clinic management system based on national requirements. Propose improvements in national training curriculum for onboarding and sustainment activities. Work with VISN 22 staff, Medical Center Leadership, Facility GPMs, Associate GPMs, and clinic practice management teams when applicable to consistently evaluate the efficiency and effectiveness of the local staff, provide feedback, and determine what national training initiatives are needed VISN wide to have the largest impact. Maintain knowledge of clinic practice management training materials and oversee development of action plans to fulfill CPM training requirements. You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Oversee and monitor existing or emerging work flow issues; Lead program planning and execution for VHA-approved program of clinic practice management at the VAMC level; Work with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies; Excellent communication skills; Works with National Program Office to review and develop national guidance and policies that will facilitate standardized processes; Perform cost analysis and cost effectiveness studies in order to determine make/buy decisions to address gaps; Provide leadership and direction to promote the development and productivity of all employees supervised.
