Deputy Quality Management Officer

The Network Deputy Quality Management Officer is a registered professional nurse, qualified by education, experience and specialized expertise to lead, develop, implement, monitor and evaluate clinical and administrative processes for the delivery of patient care across the Network consistent with the mission, vision and strategic priorities of VISN 22. The incumbent is responsible for providing clinical and administrative recommendations relative to the quality management functions and is a key leader in the Network's approach to assess and improve the quality of healthcare services. He/she utilizes a wide range of analytical and evaluative methods and techniques in providing consultation to leadership of all VISN 22 facilities and provides support to program leaders, medical center committees and quality improvement teams. The incumbent demonstrates a high degree of leadership, motivation, self-direction and initiative in quality management activities. This position encompasses areas such as:
- Development, implementation, coordination, evaluation and monitoring of improvement initiatives across the Network. - Providing leadership, oversight and facilitation for the multiple programs such as Utilization Management, Network Sterile Processing/Reusable Medical Equipment program, VISN transfer coordination, performance measurement, etc. - Oversight and leadership of the Network accreditation activities including internal regulatory surveys (i.e. OIG CAP), external agency reviews (i.e. The Joint Commission and Long Term Care Institute) and implementation of new processes (i.e. ISO 9001 standards). - Provides leadership and acts as Network liaison for VISN programs related to Performance Measurement and evaluation, Continuous Improvement and efficiency management. - Acts as liaison and promotes integration of various Network programs. United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Experience:
Experience in performance improvement and accreditation. Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference:
VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements:
Heavy Lifting (45 lbs and over); Straight Pulling, Pushing, Walking, Standing, Repeated bending (8 - 12 hours); Reaching above shoulder; Use of fingers; Both hands and legs required; Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 13 to 16 to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and 20/40 in the other; Both eyes required; Depth perception; Ability to distinguish basic colors and shades of colors; Hearing (aid permitted); Emotional/Mental stability; Keyboarding and reading computer screen (8-12 hours intermittently over scheduled shift).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
