HR Specialist (Position Manager)

The primary responsibility of the position is to function on the VISN Human Resources Information System (HRIS) HR Smart position management team, serving as the subject matter expert (SME) in the HR Smart system encompassing such duties as position management, error resolution, and coding in all applicable modules. This position requires the incumbent to understand and communicate position management recommendations. Must possess the ability to identify and explain position management issues. The incumbent of this position will also be required to have working knowledge of all functional areas in Human Resources to understand bi-directional impacts on position management and coding. The HR Specialist responsible for position management will be responsible for ensuring the implementation of a comprehensive program through their ability to develop, interpret, implement, and monitor their respective organizations. They are responsible for ensuring compliance in efficient utilization of human capital. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

GS-07 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Gathers and analyzes data for input into the appropriate modules of automated systems; Maintains information in HR Smart to ensure positions are not over allocated or miscoded; Conducts periodic data cleanses to ensure accuracy and currency; Verifies authorized Position Description (PD) numbers on organizational charts and performs position builds; Creating, updating, inactivating and reactivating positions; Views and edits employee profiles; reviews PARs pages for accuracy of information entered. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year graduate level education OR have superior academic achievement. OR, Combination:
Applicants may also combine education and experience to qualify at this level. For example, an applicant who possess 6 months of specialized experience equivalent to a (GS-05) position as well as 6 months of graduate education. GS-09 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Gathers and analyzes data for input into automated systems and for reporting purposes; Uses evaluative and analytical techniques to identify, analyze, and resolve problems within position management through use of information systems; Maintains and evaluates information in HR Smart to ensure positions are not over allocated or miscoded; Reviews reports monthly to ensure information populated in all appropriate HRIS systems is consistent and accurate; Verifies authorized FTEE against organizational charts and performs position builds; Advises customers on organizational position management and efficient use of positions. OR, Education:

To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if directly related to the work of the position. OR, Combination:
Applicants may also combine education and experience to qualify at this level. For example, an applicant who possess 6 months of specialized experience equivalent to a (GS-07) position as well as 1 year of graduate education. You will be rated on the following Competencies for this position:

The incumbent's work is primarily sedentary and requires long periods of time working and keyboarding at a computer workstation. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
