Management and Program Analyst (Manpower)

This position serves as an advisor and consultant to top management at the network and VISN offices and facilities it services. This encompasses both manpower and human resources (HR) management principles, techniques, acceptable practices, as well as statutory, regulatory, and procedural requirements. Originating with the VA Mission Act, section 505 of 2018 and any subsequent applicable law and policy, the manpower function is critical to the VA's resource allocation process from planning to actual delivery of services. The Management and Program Analyst maintains uniform organizational design and position structures, determine appropriate FTE baselines based upon agency specific data and ensure resource allocation supports and aligns with mission critical functions and aligns with HR requirements. Determines the workload-based staffing levels required to achieve an organization's mission, functions, and tasks. Identifies potential redundancies or gaps in functional requirements and ensures standardization across like functions. Makes applicable recommendations to executive leadership to improve operational efficiencies and planning effectiveness within the VA, VHA, and network program offices and functions.The incumbent supports all phases of the VA's strategic resource allocation process for the network, i.e. program development, implementation, monitoring and evaluation. The incumbent applies advanced knowledge and expertise in the areas of planning, programming, budgeting, human resources and program integration, interoperability, and oversight to assist network in achievement of VA and VHA strategic priorities. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-09 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
assisting with developing analytical and evaluative methods and techniques to address the efficiency and effectiveness program operations in support of an organizations mission; independent program and project management prioritizing and meeting required deadlines; experience independently researching layered subjects; preparing and presenting graphical statistics and conclusions based on analysis and evaluations; application of HR regulations, policies and procedures, and HR information systems. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR have 2 full years of progressively higher level graduate education leading to such a degree OR have a LL.B. or J.D., if directly related to the work of the position. OR, Combination:
Applicants may also combine education and experience to qualify at this level. For example, an applicant who possess 6 months of specialized experience equivalent to a (GS-07) position as well as 1 year of graduate education. GS-11 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
participating and collaborating in the development of analytical and evaluative methods and techniques to address the efficiency and effectiveness program operations in support of an organizations mission; determining data needs, establishing data collection procedures and designing report formats based on those needs; reviews and analyzes workload data and reports in order to identify trends and analyze variances in order to make recommendations and to prepare reports; experience providing technical guidance that involves the application of study methodologies such as statistical analysis, performance factors, validation techniques and reports preparation; application and interpretation of HR regulations, policies and procedures, and HR information systems. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if directly related to the work of the position. OR, Combination:
Applicants may also combine education and experience to qualify at this level. For example, an applicant who possess 6 months of specialized experience equivalent to a (GS-09) position as well as 1 1/2 years of progressively higher level graduate education leading to a PhD or equivalent doctoral degree. GS-12 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
collaboratively leading the development of analytical and evaluative methods and techniques to address the efficiency and effectiveness program operations in support of an organizations mission; coordinating program goals and objectives with interdisciplinary personnel at multiple levels across an organization with tact and diplomacy; experience in advanced research, synthesis of findings, and providing in-depth advice; provides direction relating to HR regulations, policies and procedures, and HR information systems; senior level experience, training and knowledge in the analysis and resolution of complex matters as related to mission evaluation, workload analysis, organizational policy and manpower/HR management; advanced experience providing technical guidance that involves the application of study methodologies such as statistical analysis, performance factors, validation techniques and reports preparation; experience directing major projects that required gathering and analyzing complex levels of data and communicating decisions/recommendations. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
