Supply Management Officer

The VISN CLO is accountable to the Deputy Network Director, the VHA Chief Procurement & Logistics Officer (SES), and the Deputy Chief Logistics Officer (SES) for all VISN logistics activities and will ensure compliance with logistics regulations, directives and standard operating procedures. He/she coordinates communication within the logistic community (within their network, between networks, and between their networks and VHA). He/she participates in local and regional health care logistics groups and seeks out best practices in the local private sector healthcare logistics community. The CLO's position within the organization, facilitates rapid dissemination of these practices throughout the VA enterprise. He/she develops a formalized communication/education plan to consolidate/standardize common use products. These consolidation/standardization initiatives reduce variation to improve quality and safety, facilitate savings through quantity discounts, and improve responsiveness by enabling facilities to share equipment and supplies (especially critical during emergencies/natural disasters). Knowledge of Homeland Security's National Incident Management System (NIMS) Incident Command System (ICS) policies and protocols. Demonstrated ability to lead and supervise subordinates to evaluate and guide performance expectations and accountability to ensure mission requirements are met. Understanding of the Green Environmental Management Systems (GEMS) requirements and responsibilities for an organization. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
oversight and guidance of logistic program management and ability to leads operations for an organizations' supply chain. Developing acquisition strategies and management of delegating ordering authorities necessary to ensure inventory levels remain sufficient. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
