The position oversees and directs a large and complex R&P program, providing expertise and technical guidance to R&P supervisors, staff and their activities throughout and at the VISN.Coordinates with and advises HR staff on critical, time-sensitive, and technical recruitment and placement and appointment type strategies and other tasks such as onboarding, new employee orientation, and retention. - Provides extensive advice, guidance and technical assistance to VISN-wide management officials on a variety of complex R&P activities via coordinating, coaching, facilitating, consensus building, and planning techniques. - Executes the VISN HRO's delegated classification authority, oversight, and evaluation of the Consolidated Classification Unit for the VISN and its Medical Centers. - Obtains necessary information through site visits, reports, review of known or suspected problem areas and other appropriate sources. - Translates findings into specific corrective actions including new or revised requirements or guidance, training, tool development, or other appropriate measures. - Prepares and presents reports and briefings on program status and/or recommends action to the VISN HRO and Deputy HRO. - Executes the VISN Compensation operation through oversight, development, and administration of innovative HR compensation, pay, and salary options and tailors them to the requirements of complex, technologically oriented healthcare facilities with diverse work forces that encompass a wide variety of occupations and grade levels. - Provides solid credible advice/instructions to supervisors and senior staff and provides guidance and assistance on special salary, recruitment and retention, etc. regulations, policies, and laws. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience that demonstrates ability to independently interpret and apply the full range of HR regulations for all the major areas of HR in the VA system; providing expert advice to executive management and employees on personnel laws, regulations, functions, policies, and procedures in areas such as VA Recruitment, Compensation, Classification and Human Resources Information Systems (HRIS); and supervising a major component of a human resources management program. You will be rated on the following Competencies for this position:
1) Knowledge in the application of personnel procedures, policies and regulations pertaining to all areas of human resources management. 2) Ability to plan, organize and establish priorities for multiple large medical facilities while meeting time constraints and-often working under stressful and or high pressure situations. 3) Ability to supervise and provide guidance and leadership to Human Resources staff, and maintain effective relationships with colleagues and clients. 4) Skill to research, analyze, and evaluate sufficiently complex Human Resources Management issues and make recommendations regarding organizational goals, plans, and policies to both facility and Network leadership. 5) Ability to communicate complex and technical issues verbally and in writing with individuals and groups with a wide range of educational and socioeconomic backgrounds in broad technical and administrative matters. 6) Ability to gain confidence of facility leadership through promotion of sound management practices and decision making based on regulatory requirements and sound reasoning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work is sedentary. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Some employees may carry light items or drive a motor vehicle. The work does not require any special physical effort. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
