Medical Administration Specialist (Associate Business Implementation Manager)

The incumbent will serve as the VISN Assistant Business Implementation Manager (BIM) with responsibility for directing, managing, and overseeing all Business Office functions, inclusive of all the VA Medical Centers and CBOCs in the VISN 22 network. The incumbent is the recognized authority in the analysis and evaluation of all Business Office activities and issues and must be a subject matter expert in the mission and operational objectives of highly affiliated tertiary care medical centers, unaffiliated secondary care medical centers, state nursing homes and domiciliary, contract nursing homes, outpatient clinics, and the numerous and various organizational components of VA Headquarters as it relates to business operations. Major programs include traditional Health Administration/Chief Business Office program responsibilities at the national level, including Eligibility, Enrollment, Registration/Intake, Beneficiary Travel, Veterans Transportation Program (VTP), Veterans Point of Service Kiosks (VS), facility based revenue activities, liaison with CPAC Leadership, and Community Care. In addition to traditional Business Office functions, the incumbent has intersecting oversight responsibility for other business-related functions, such as Coding, Health Information Management, Disability Exams, Indian Health Service contracts, sharing agreements, State Home Per Diem Program and data capture related to VERA reimbursement. The incumbent will provide direction and oversight to top management and staff within all facilities and CBOCs and maintain expert knowledge of VHA policies in all matters within the programs above. Knowledge of a wide range of activities and processes aligned under Health Information Management Services. Applicants should have at least one (1) year of recent experience (within the last 2 years) performing the following tasks:
Analyzing and trending data to identify potential problem areas providing prioritization of issues and ensuring appropriate actions are taken and reported to senior leadership. Leading meetings with Health Information Management (HIMs) partners and staff to discuss all aspects of the program providing direction and oversight. Providing policy and operational direction to management and staff as a subject matter expert in VHA policies in matters related to Business Office programs. Providing leadership in developing, implementing, evaluating, and improving processes and procedures to monitor the effectiveness, efficiency, and productivity of a Business Office program. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ability to perform a wide range of activities and process aligned under Care in the Community Services, Health Administration Services and Revenue Operations. Comprehensive knowledge of VA policies and administrative laws, regulations, policies and procedures applicable to the administration of Veteran's health care programs to provide advisory services to senior management; In depth knowledge of Community Care program requirements, policies, mission and goals; thorough knowledge of contemporary management theories, practices and techniques to include analytical and evaluative methods; Ability to meet and deal with a broad range of individuals to establish and maintain effective work relationships; Ability to plan, schedule and organize multiple activities of major significance that have substantial and/or profound impact upon financial resources of numerous facilities VISN-wide; Excellent oral and written communication skills. The work is sedentary. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
