Quality Management Officer (Nurse)

The Quality Management Officer (QMO) reports directly to the VISN 22 Network Director. The QMO monitors and evaluates quality of care across the Network; facilitates network-wide reduction of variances in care, treatment and services; facilitates the integration of quality, safety and value into the Network's day to day operations and culture; facilitates a high reliability organization; facilitates a management of organizational change required to achieve patient safety improvement and quality management goals, to include facilitating resolution of obstacles to achieving these goals. The QMO also identifies innovative quality management, patient safety, and lean improvement activities and facilitates network-wide and VHA system wide deployment, as appropriate; identifies, communicates and facilitates deployment of leading practices and standard work throughout the Network; has expertise and conducts organizational assessments using models such as the Malcolm Baldridge criteria; develops, conducts and directs analyses of complex issues as assigned; and provides solutions for Network and facility leadership. The QMO is dedicated to the pursuit of excellent, Veteran centered, and integrated care throughout the Network through the application of expertise and influence in the following programmatic arenas, including but not limited to:
Quality Management Systems and Internal Control, including quality assurance, regulatory compliance and quality control Continuous improvement, redesign, systems engineering, and efficiency management Patient Safety, including adverse events, RCA's, and HFMEAs Utilization Management Risk Management, including peer review, tort claim processing, and institutional disclosure monitoring Veteran and family engagement, customer service, transparency innovations, including feedback, training and other initiatives Risk Management/Patient Safety Accreditation, including TJC, CARF, and other external review readiness Work Schedule:

United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Experience:
Nurse Executive or Deputy Nurse Executive experience; Chief Nursing Service experience for any service line; or Prior nursing executive experience leading a complex health care organization; Knowledge of the VA health care delivery system; Demonstrates executive level of administrative and leadership skills in providing organizational leadership, or facilitation, in the achievement of goals within a healthcare setting; Demonstrated highly developed interpersonal and communications skills and the ability to work with a variety of health care professionals and other key staff including high level officials; Progressive leadership experience in clinical and administrative oversight; 5 years of successful nursing practice that demonstrates a high level of administrative and leadership skills An additional three years of progressive management experience; Experience collaborating with other executives for strategic planning, decision-making, and problem solving about health care services and organizational priorities. Directs the integration of nursing or nursing related activities in the mutual development and achievement of organizational goals; Experience serving as an expert to communicate nursing and health care trends and issues at the local, regional, state, and/or national level; Experience with Environment of Care Compliance; Knowledge of and experience with Accreditation/Continuous Readiness Review; Risk Management, Joint Commission and Quality Performance Management, CARF, and other agencies such as American Nurses Credentialing Center (ANCC), State Boards of Nursing, and the Occupational Safety and Health Administration (OSHA). Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Reference:
VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements:
Work is generally sedentary, but does include at least occasional visits to VISN 22 component facilities, attendance at relevant national, VHA, and VISN meetings and presentations at meetings, education and training sessions, etc. The physical requirements of this position include lifting, prolonged standing and sitting, frequent bending, walking (distance), climbing (steps, ladder, etc,) reaching overhead, extensive/repetitive motion and stooping. The mental/sensory requirements include recall, reasoning, problem-solving, hearing, speaking clearly, writing legibly, keyboarding, reading and logical thinking. The environment's pace can vary from steady to a sometimes fast pace requiring handling of multiple priorities, frequent, sometimes intense customer interactions, and the ability to adapt to frequent changes in a sometimes noisy environment. There may be the need to use personal protective equipment to prevent exposure to disease, illness and hazardous materials.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
