Clinical Administrative Specialist

The Clinical Administrative Specialist (CAS) works independently and responds to requests for information and support from VISN 22 facilities, Network office and National Program Offices. The CAS is responsible for the identification of information needed to manage critical aspects of operations and design and development of information, analytical studies, data templates and data driven suspense's. This includes extracting data from VA's data systems and/or developing database applications, surveys or other tools to collect required information and update reports. This requires in-depth knowledge of VA operations, national databases, applications development, data mining and analytical techniques. Ability to analyze and synthesize data from diverse data sources, and ability to produce reports and display information in a variety of formats is required. The CAS develops and implements systems to assist the Tele-Hub leadership in providing oversight of critical functions. The CAS will exercise initiative and be able to collaborate effectively with complex and compelling activities. Responsible for assisting with data reporting and database applications development as required. Consults with (not limited to) VISN, IT, and facility staff to initiate, develop and execute projects in support of the development of data needs. Monitors, completes and/or assists with special and recurring administrative reports and correspondence, such as workloads, staffing, resources, utilization rates, and supply usage and expenditures. Data is obtained from Pyramid Analytics (PA), Corporate Data Warehouse (CDW), VHA Support Services Center (VSSC), Press-Ganey, and Managerial Cost Accounting (MCA). The CAS is responsible for updating all MCA data certifying accuracy. Produces data studies for a variety of quality and utilization indicators and external reporting requirements. Accesses,aggregates and analyzes administrative aspects for all Tele-health Service and Fee Basis Providers for ongoing professional performance evaluation (OPPE) and focused professional performance evaluation (FPPE) data. Serves as the Service's ADP Security Officer. Receives and screens incoming calls and visitors, determines which are priority matters, and alerts the service line manager or managers. Makes referrals to appropriate staff or provides requested information. This position will also have some required duties as the backup to the service's Administrative Assistant. Guides the evolution of clinical software and processes using creative and well-developed interpersonal skills to achieve effective communication with the end users, Office of information and Technology (OI&T), and management. Collaborates with technical, clinical and administrative staff to develop system requirements while understanding system capabilities and limitations. Develops and/or oversees databases related to patient management systems, and actively participates in or leads the development of clinical decision-support systems. Evaluates circumstances where new operational procedures are needed and where health information systems require revision. Provides advice and guidance to assist in revisions of operational procedures and clinical processes. Plans, organizes, estimates cost, coordinates and communicates with staff, and conducts all phases of the project. Uses analytical and evaluative techniques to assess the effectiveness of results and of other related programs. Works closely with employees from all levels and all disciplines across multiple organizations, including leadership at the facility, VISN, or national levels, OI&T, commercial vendors,experts in the field, and others. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Utilizing a variety of software programs including Microsoft Excel, Word, and Outlook; manages incoming correspondence, mail, letters or calls and routes to the appropriate staff; maintains exclusive control over leadership's calendar; perform clerical and technical work to ensure accuracy of data submitted to payroll; assists employees with travel arrangements and ensures information for funding is accurate; performing other administrative duties such as coordinating meetings and schedules; maintaining policies, procedures, manuals & guidelines; preparing various documents and correspondence and interpreting and analyzing data from databases and sources. . OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B., J.D. in a related field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this Clinical Administrative Specialist. This education must have been obtained in an accredited in an accredited college or university. NOTE:

Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
