Human Resources Assistant (Rec/Plac)

The Human Resources Assistant (Rec/Plac) performs record keeping, administrative, recruitment and placement, and other personnel action processing support for the service. Duties and responsibilities include, but are not limited to:
conducting recruitment/examining activities for assigned positions to include developing competency criteria, job analysis, job announcements, etc; reviewing applications for corresponding qualification competencies or skill match; forwarding the certificates of eligible to the selecting official and coordinating with them regarding agency procedures for selecting a candidate for the vacancy(s); ensuring the selectee(s) meets all regulatory and legal obligations for proposed appointments; sending notice of results to remaining applicants and preparing files for announcement close out; applying pay setting in accordance with the applicable OPM and/or internal pay setting policies; coding staffing actions in accordance with the Guide to Process Personnel Actions; coordinating with payroll personnel in order to resolve pay issues and ensure timely correction of errors; assisting HR Specialists with the onboarding of new employees; responding to applicant inquiries regarding procedures for completing applications, status of job announcements, hiring procedures, and competencies needed to fulfill a position's major duties, etc.; maintaining automated databases in order to track information and extract data used to generate documents, records, and reports; and other related duties/assignments as appropriate for this position Promotion Potential:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 and for the GS-07 you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience in human resource methods, regulations and principles in order to provide technical support relating to recruitment and placement to a team of HR Specialists; preparation of vacancy announcements for recruitment purposes; use of office automation in performing personnel and/or administrative work in support of personnel actions, managing pre-employment processes for incoming employees; responding to customer inquiries, drafting and reviewing correspondence and data entry. You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience in human resource methods, regulations and principles in order to provide technical support relating to recruitment and placement of staff as a member of a human resource team; collaboration with HR Specialists to provide service to major sections of a facility that includes processing a range of personnel actions; facilitating job announcements for recruitment purposes; performing limited technical projects such as minimum qualification determinations and the preparation of vacancy announcements; assisting in preparing and gathering information for making job offers, setting pay in accordance with Federal or local pay setting regulations, making appointment eligibility determinations, inputting and retrieving data from Human Resources databases. You will be rated on the following Competencies for this position:
1. Understanding of a variety of Human Resources activities involving federal Recruitment and Placement. 2. Knowledge of developing Job Announcements in USA Staffing. 3.Understanding of regulatory requirements for proposed federal appointments. 4. Ability to provide written and verbal correspondence to applicants. 5. Ability to use automated and online systems to assist in on-boarding new employees. 6. Ability to maintain databases, track recruitment information and report data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
