Human Resources Specialist (Technical Reviewer)

The Human Resources Specialist (Technical Reviewer) position is responsible for the technical review of all personnel actions, resolving issues in DCIPS and REMEDY, and processing (PRO) actions in HRSmart (ER, R&P, benefits, etc.) to ensure compliance with regulations and interpretation of the organization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation. The Technical Reviewer is responsible for a variety of special projects and programs within the network by providing analysis of technical issues, support to management and operations in program execution and communications. Duties include but are not limited to:
Serves as a technical reviewer for all personnel actions to include reviewing and releasing actions. Ensures data fields on personnel actions are coded appropriately, to include verifying the correct nature of action and legal authority codes. Reviews and analyses problematic or potentially controversial situations and provides expert advice to the appropriate supervisor for resolution. Conducts technical reviews of documents to ensure compliance and collaborate/coordinate with supervisor on corrections and internal process improvement measures. Conducts thorough reviews on personnel actions as assigned to ensure the actions are in adherence with all regulatory and legal requirements. Utilizes policies and procedures to ensure that technical provisions are adhered to within HR Smart which directly affect the regulatory correctness, compliance with standards, and responsiveness of HR Services. Conducts research and completes analysis to recommend improvements regarding all HRSmart functional areas. Develops reporting procedures, trending analysis, and measurements at various points in processes to identify problem areas or inherent weaknesses in work processes, procedures, and information systems. Reviews and analyzes work to create a standard process for the entire network and provides training to standardize PAR actions, follow up codes, and license recording across the network. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. applying knowledge of, and skill in applying, a comprehensive body of HR rules, procedures, and technical methods; applying knowledge and skill in the use of personal computers and various office software programs to prepare a variety of complex documents; knowledge of various software applications (WebHR, HR Smart, Vista, eOPF, etc.); resolving problems and issues that often involve conflicting or incomplete information; extensive knowledge of HR processes and procedures to perform technical reviews and management duties to identify alternative solutions to nonstandard problems and issues; thorough knowledge of the Guide to Processing Personnel Actions for coding the appropriate FLSA, BUS Code, Complexity Levels, Supervisory Codes and remarks on Standard Form 52 actions; comprehensive and thorough knowledge of Position Management, Compensation/Pay, organizational structure/charts, Personnel Accountability, HR Smart, e-OPF and issues related to the Federal recruitment and placement function including DEU rules, regulations and procedures and skill to handle a variety of difficult and complex work assignments; and skill in providing advice and guidance to management officials on a variety of complex HR problems as they relate to HR Systems(s). Applicants may substitute education for the required experience. To qualify you must possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or a related LL.M. OR Combination:
Applicants may also combine education and experience. To qualify you must have a combination of specialized experience and graduate-level education. The work is sedentary. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite.
