Lead HR Specialist Recruitment and Placement

Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team task. Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor. Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources ( e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise; Report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs. Responsible for the reviewing and processing of all Personal Action Requests (P ARs) for assigned team or teams. The lead will review incoming P ARs for technical accuracy as well as for completeness, appropriateness, and compliance with VA, OPM, and other Federal rules, regulations, policies, and procedures. Actions requiring correction will be returned the HR employee who generated it, and a determination will be made if the action was reckless (i.e., taken without regard to appropriateness, or obviously out of compliance from rules, regulations etc.) and make recommendations to the supervisor of the Shared Services Unit on appropriate action to take. If the action has minor errors, the Lead Specialist will assist the employee in understanding the issue and document any planned or just in time training (JIT). Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Substantial experience in Title 5, Hybrid Title 38 and Title 38 Human Resources Management Principles. VA policies and methods in VA Recruitment and Placement of Human Resources Management. Performing Recruitment and Placement professional and advisory services for Hybrid Title 38 and Title 38 occupations. Serves a senior subject matter expert (SME) experience recruiting for Title 38 Physician and Nurse occupations. Maintains working relationships with other HR specialists and coordinates technical advice/assistance when issues or questions cross functional lines. Independently develops Recruitment, Relocation and Retention Incentives justification analysis and technical review. Demonstrated experience leading employees, ability to work through high pressure, controversial or unique situations and lead others through similar situations. Performing quality reviews to include:
Consultation with Hiring Managers and ensuring the accuracy of position descriptions and functional statements. Review of announcements prior to opening. Review of rating and ranking of candidates to ensure merit compliancy. Review of interview notes. Review of candidate qualifications. Technical review of Professional Standards Boards. Review of personnel actions for accuracy in remarks, action and authority. Review of corrective actions Review of all Personnel Action Request (PAR) in HR Smart in a quality review (QR) role. Demonstrated experience and competence in HR Smart. You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
